When do you think teens should start dating seriously?

I don't mean hanging out at a corner store and calling eachother boyfriend and girlfriend. I mean like... steady dating. My mom says at least 15. Before that she doesn't really think you are mature enough. I have been on dates, but I haven't steadily dated before. I am 13.
