Need help with new fish Tank please :)?

I have a 3 gallon fish tank that i got for Christmas and I added the water to it this past sunday night. I just tested the water yesterday day (thurs) hoping to put fish in it but it says the water is still stressed but the ph levels and chlorine and all that is good. I put the tetra safe start in the water sunday and everything so i dont understand why its still stressed. Also their are a lot of bubbles at the top but idk if that from this bubbling tube in the center of the tank. Even though I have no fish I have a live plant, should i go ahead and replace 25% of my water? will that help the stress to go down? Please help I dont want to buy fish and have them die!
